The US is accused of failing to address the needs of detainees at Guantanamo Bay, Cuba, who are suffering rapid deterioration of body and mind. The International Committee of the Red Cross' head of delegation for the US and Canada has suggested access to "adequate health care" and increased contact with families as basic steps to provide for the basic human needs of prisoners. 780 detainees have passed through the facility, of whom 31 remain. The prison at Guantanamo has been closed despite promises by Obama and Biden, with at least three men being held in "indefinite law-of-war detention" and 17 prisoners being held in law-of-war detention. Only 10 have been charged in the military commissions system, and only one detainee has won a habeas corpus case.
