The EU has limited options remaining for new sanctions against Russia, and its top diplomat, Josep Borrell, has suggested focusing on financial and military support for Ukraine. He has previously suggested reimbursing EU member states for providing Kiev with ammunition, and the EU defense ministers agreed to speed up the supply of 155-millimeter ammunition to Ukraine.
